These projects are the long term investments that will strengthen our borough, enhance the services our community relies on and ensure we hand over a strong, ambitious programme of work to East Surrey Council.
Connected communities
Connected Communities is about supporting more people in meaningful, practical ways. By working closely with voluntary, community and faith partners, we’re creating a boroughwide network that reaches young people, carers, older residents and anyone who may benefit from extra help. Together, we’re building communities that are inclusive, resilient and better connected.
Local Area Co-ordinators
Local Area Co-ordinators (LACs) will provide one to one support for residents with complex needs, helping them build independence and connect with services, charities and community groups. Embedded in specific neighbourhoods, LACs will work closely with schools, GPs and other local partners while identifying emerging needs.
Community Hubs: designed by and for local people
We are developing Community Hubs, welcoming, accessible spaces shaped around local needs. They will offer opportunities to meet others, access support and take part in activities that help people thrive. The first hubs are expected to open from spring 2026.
Voluntary sector partnerships
We are also strengthening partnerships with local voluntary organisations. This work will provide support and training, increase funding opportunities
and equip volunteers to become Community Connectors, guiding residents to the right help.
Elm Grove
As the majority landowner of Elm Grove and Elmgrove Recreation Ground, we have been exploring development opportunities for the area and the potential benefits of these. The development brief provides information on Elm Grove and Elmgrove Recreation Ground, identifying constraints and opportunities
associated with redevelopment as well as our objectives and expectations for any future development scheme. This project will extend past March 2027, therefore we will recommend to East Surrey Council that they take it forward.
Hurst Pool
The Hurst Pool refurbishment programme will extend the life of the pool and considerably improve the customer experience. There will also be improvements to its operational efficiency, reducing the impact on the environment; bringing the community a new modern, fit for purpose and sustainable facility for the future. This project will be completed during 2026.
Civic Centre site
Our Civic Centre is the civic heart of the borough; we need to ensure that its site in Esher serves our employees and residents alike while also contributing to the vitality of the high street. This project will extend past March 2027, therefore we will recommend to East Surrey Council that they take it forward.
Waste contract
The current waste contract ends in June 2027 and the procurement of a new joint contract for waste collection will progress alongside local government
reorganisation in Surrey. The supplier that will take over the waste management contract will be announced in the coming months. The new contract will ensure that bin collections run continuously for residents in Elmbridge, Mole Valley, Surrey Heath and Woking.
Affordable homes
Through our Affordable Housing Delivery Plan, we are delivering a series of targeted projects to continue to expand the availability of affordable housing and temporary accommodation. These projects have been developed to ensure that funding is used effectively, delivery routes are robust, and homes can be made available to local people as quickly as possible.
Modernise housing services
We are modernising our housing services to create a more responsive and customer focused model, ensuring residents receive quicker, clearer and more consistent support. By streamlining processes and improving efficiency, we can reduce financial pressures on the service while delivering better outcomes for those who need support. Enhanced use of technology will help us manage cases more effectively, inform our objective-setting, and strengthen how we monitor performance, ensuring that every project contributes to a high quality experience for residents.
Transform ICT and digital services
We will transform our ICT and digital services to ensure our technology is secure, resilient and sustainable, creating a stronger foundation for our teams who deliver frontline services. For residents, this will mean services that are more dependable and efficient. By strengthening our systems and ensuring our people have the skills and equipment they need, we can respond more effectively to challenges and continue providing high quality services.
