Ultra-low emission zone (ULEZ) expansion

Information, support and advice for anyone affected by the expansion of the ULEZ scheme.

The Ultra Low Emission Zone (ULEZ) expanded across all London boroughs on 29 August 2023.

The latest information about the ULEZ scheme is available on Transport for London: ULEZ Expansion 2023.

Check your vehicle

To find out if your vehicle meets the ULEZ emissions standards visit Transport for London: Check your vehicle and type your vehicle registration number.

Car clubs

Car clubs offer an alternative to private car ownership, giving affordable occasional access to cars on a pay as you go basis. They provide a pool of locally parked cars which can be booked online, over the phone or via a phone app.

Membership of a car club gives you access to a car when you need it, without the costs of purchasing a vehicle, and on-going servicing, maintenance and insurance costs

Enterprise Car Club are offering all Surrey residents reduced price membership of just £10 per year (normally £60) for the first 2 years, plus a £10 driving credit when you join.

Scrappage schemes

Currently, there are no government-backed car scrappage schemes in the UK. But this doesn't mean you can't make a saving. You can still get a good car scrappage deal since some car manufacturers are offering great discounts if you want to trade in your older car for a brand-new one.

Community transport

Our community transport service is here help you with your travel needs and looks forward to helping you get moving, socialising and having fun. This includes dial-a-ride and shopping trips.

ULEZ charge reimbursements

If you are an eligible NHS patient, you may be able to get ULEZ charge reimbursements.

To claim:

  • the Congestion Charge for your journey (or ULEZ charge, if you are an NHS patient) must be paid before you can make a claim
  • the NHS trust or hospital needs to be registered for the reimbursement scheme - they will manage the claim and reimburse you

Your reimbursement will be refunded according to how you paid. If you paid the charge:

  • using Auto Pay: the charge will be reimbursed to your Auto Pay account - it is free to set up an Auto Pay account
  • via the Transport for London website, the Pay to Drive in London app or by phone: the Trust will reimburse you directly - this is usually handled at the hospital's Cashiers Desk

You cannot claim for:

  • charges paid after the day of travel
  • Penalty Charge Notices (PCNs)

Next steps

We are continuing to take action, this includes:

  • asking Transport for London (TfL) to meet with us to discuss Zone 6
  • asking TfL to collaborate with Surrey County Council and us on delivering public transport options
  • asking NHS establishments to ensure they are registered for exemptions

Further information

We understand that the current ULEZ expansion map shows that the A243 up to the B280 traffic lights at Malden Rushett will be outside the Ultra Low Emissions Zone, as well as the B280 Oxshott to Epsom. The expanded zone would cover the same area as the Low Emission Zone.
