On Thursday 2 May 2024, Elmbridge residents will go to the polls to have their say on who represents them for the Police and Crime Commissioner for Surrey and on Elmbridge Borough Council. A by-election will also take place in Claygate Parish.
One Police and Crime Commissioner will be elected for Surrey; 16 Elmbridge Borough Councillors will be elected to Elmbridge Borough Council (one third of the seats); and 4 Parish Councillors will be elected to Claygate Parish Council.
Voter photo ID
You now need to bring photo ID to vote at a polling station. If you don't have accepted photo ID, you can apply for a free voter ID document, which is known as a Voter Authority Certificate. The deadline for this is 5pm on Wednesday 24 April. If you use postal voting, there is no voter ID requirement.

Who can vote
To vote at these elections, you must be aged 18 or over on election day and be a British, Irish, European Union citizen, or Commonwealth citizen with permission to enter or stay in the UK, or who does not need permission. Your name must appear on the Register of Electors before you can vote.
The deadline to register to vote was midnight on Tuesday 16 April.
Poll cards
Every eligible registered voter will be sent a poll card with information about the election including your polling station. The main despatch of poll cards will be around 18 March. If you have not received a poll card, or you have recently moved, you may not be registered to vote.
How to vote
There are 3 ways to vote:
- vote by post - deadline: 5pm on Wednesday 17 April
- vote by proxy - deadline: 5pm on Wednesday 24 April
- vote in person at a polling station - 7am to 10pm on Thursday 2 May, remember to bring accepted voter photo ID
The first day to replace lost postal votes is Friday 26 April.

How to complete the ballot paper
Always read the instructions on how to complete the ballot paper carefully, even if you have voted before. The ballot paper lists the name of each of the parties and candidates along with their party logo (if any).
You will have one (lilac) ballot paper for the Surrey Police and Crime Commissioner election. You can vote for one candidate at this election by putting a cross [X] in the box next to your choice.
You will have one (salmon) ballot paper for the Elmbridge Borough Council election. You can vote for one candidate at this election by putting a cross [X] in the box next to your choice.
Voters in Claygate Parish will have one (grey) ballot paper for the Claygate Parish Council election. You can vote for 4 candidates at this election by putting a cross [X] in the box next to your choices.

Student voters
Higher education students may be eligible to register to vote at both their home and university or college address.
If a student’s home and university addresses are in two different local authority areas, they can vote in local elections in both areas.
They will need to consider whether to register to vote in both areas and whether to make postal or proxy vote applications as necessary. For more details visit: Electoral Commission: Students.

A briefing for Elmbridge Borough Council election agents will be held on 29 February at 6pm in the Civic Centre, Esher. To register your interest please contact electoral@elmbridge.gov.uk.

Borough and Parish Council nomination papers, consent to nominations and home address forms must be delivered by hand to the Returning Officer at the Civic Centre in Esher on any working day between 9am and 4:30pm between Tuesday 19 March and Thursday 4 April, and between 9am and 4pm on Friday 5 April.
Results
Counting of the votes will take place from 9:30am on Friday 3 May.
Results are expected by late afternoon and will be published on the Election Results page.
