Planning policy and guidance

Neighbourhood planning

Communities can influence the future of their neighbourhood by preparing a neighbourhood plan that sets out the vision for their local area and general planning policies to guide developments.

Introduced through the Localism Act 2011, neighbourhood plans allow communities to have more influence and control over their local area to ensure they get the right type of development for their neighbourhood. However, they cannot block development set out previously by the Local Plan.

Neighbourhood plans are led and produced by an authorised local community organisation such as a Parish Council, or where one does not exist a Neighbourhood Forum may be designated.

For further advice and guidance on neighbourhood planning please visit the Neighbourhood Planning Roadmap Guide, which explains each stage in the plan making process and what is involved in producing a neighbourhood plan.

If you are interested in creating a neighbourhood plan for your area, or would like more information, please contact PlanningPolicy@elmbridge.gov.uk.
