Overview
The council is preparing a new Local Plan under the government’s reformed plan-making system, introduced in March 2026. This new approach is intended to make Local Plans simpler, clearer and more consistent, while providing greater opportunities for communities and stakeholders to understand and engage in the plan-making process.
The new local plan will provide:
- a positive vision and strategy for the future of the borough
- a framework for managing growth and change, addressing housing and other development needs
- other economic, social and environmental priorities
The new Local Plan will be prepared in line with the requirements of the new system, informed by local evidence, community feedback and a shared ambition for the future. It will help shape how the borough grows and changes over the coming years, ensuring that future development is carefully planned, supported by appropriate infrastructure, and reflects the needs and aspirations of local communities.
