Timetable for our new Local Plan
Initial adoption date: 16 September 2026
The table below sets out the timeframe for the preparation of the new Local Plan for Elmbridge in line with the government’s new plan-making process. This timetable will be reviewed monthly. Any changes to the timetable will be described in the table below.

| Publication of Notice of Commencement | October 2026 | Announcement of the official commencement of the production of the new local plan. |
| 1. Scoping Consultation (Regulation 20), including publication of the ‘Notice of Scoping Consultation’ (Regulation 20(1)(b)) | November 2026 to December 2026 | Production of project initiation document: 4-week initial consultation. |
| 2. Gateway 1 | February 2027 | Publication of self-assessment summary/ Commencement of Plan-making (Regulation 21). |
| 3. Public Consultation on proposed local plan | September 2027 to October 2027 | Content, draft vision, evidence base (6 weeks) (Regulation 23). |
| 4. Gateway 2 | January 2028 to February 2028 | Observations and advice sought from Gateway Assessors (Regulation 26). |
| 5. Proposed Local Plan consultation | June 2028 to August 2028 | 8 weeks consultation of the draft plan (Regulation 27). |
| 6. Gateway 3 | November 2028 to December 2028 | Prescribed Requirements assessment by an appointed person (Regulation 31). |
| 6. Examination | February 2029 | Local Plan Submission to Secretary of State for Independent Examination (Regulation 34). |
| 7. Finalisation and Plan Adoption (Regulation 39) | August 2029 | Post EiP modifications and finalisation of the Plan. Adoption process. |
