Housing delivery test action plans

Local Planning Authorities (LPAs) are required to produce a Housing Delivery Test (HDT) Action Plan when the HDT measurement results fall below 95%. 

HDT Action Plans analyse past housing delivery performance, examine the causes for past under delivery of new homes in the borough and set out the actions the council is taking to increase housing delivery in the future. 

The council produced its first HDT Action Plan in 2020 in response to the 2018 HDT results and has since produced updated action plans in 2024 and 2025 in response to the 2022 and 2023 HDT results.
