Over 300,000 homes in Surrey currently have an Energy Performance Certificate (EPC) rating of D or below. That means many residents are living in properties that are poorly insulated, costly to heat, and more likely to suffer from damp, mould and poor air quality.
To help tackle this, Surrey County Council has partnered with home‑energy specialists Furbnow to launch the Home Energy Improvement One‑Stop Shop, a service designed to make home energy upgrades easier and more affordable.
Residents can now benefit from:
- 20% off a personalised Home Energy Plan, and
- 35% off design and project management support for recommended improvements.

How the service works
The One‑Stop Shop is aimed at homeowners who can invest in long‑term improvements, such as insulation, solar panels, and heat pumps. The service provides end‑to‑end, impartial guidance, including:
- a survey from a qualified Retrofit Assessor
- a tailored Home Energy Plan
- access to trusted contractors to install recommended measures
Where possible, Furbnow works with local Surrey contractors, helping support the county’s growing retrofit economy.

Support for households on low incomes
Surrey County Council recognises that not all residents can afford to pay for home upgrades themselves. If this applies to you, free help is available.
The Home Energy Advice Team (HEAT) offers practical support with:
- Quick and low‑cost energy‑saving measures
- Energy debt advice
- Referrals to funding schemes such as the Warm Homes Local Grant, which can provide up to £30,000 of free home energy improvements for eligible households

This new Home Energy Improvement One‑Stop Shop directly reflects the recommendations from the Elmbridge Climate Change Citizen’s Panel, which called for clear, trusted and easily accessible advice to help people improve their homes. By offering expert, impartial guidance and meaningful discounts, this scheme makes it simpler for residents to take positive action on climate change while improving comfort and wellbeing at home.
