Gambling policy and guidance

Find out more about our policy and responsibilities around gambling.

Our policy plays a vital role in managing the risk of gambling-related harm in Elmbridge and regulating gambling activity to lessen the risk of such harm.

We published our revised Gambling Policy 2024 to 2026 on 13 November 2023, and this comes into effect on 1 January 2024 until 31 December 2026.

We have developed our local area profile which identifies the types of people that are at risk of being vulnerable to gambling-related harm, where they are in Elmbridge, and any current or emerging problems that may increase that risk.  It is important to stress that it does not show where problem gambling or other gambling related issues occur.

Our responsibilities

We are responsible for licensing premises in the borough that are involved in gambling. This includes:

  • licensing premises for gambling activities
  • considering notices given for the temporary use of premises for gambling
  • granting permits for gaming and gaming machines in clubs
  • regulating gaming and gaming machines in alcohol licensed premises
  • granting permits to family entertainment centres for the use of lower stake gaming machines
  • granting permits for prize gaming
  • considering occasional use notices for betting at tracks
  • registering small societies' lotteries

The Gambling Commission are responsible for issuing personal and operator licenses.

The council's gambling policy (Statement of Principles) shows how the council carries out functions in support of the government's objectives, which are:

  • preventing gambling from being a source of crime and disorder, being associated with crime and disorder, or being used to support crime
  • ensuring that gambling is conducted in a fair and open way
  • protecting children and other vulnerable persons from being harmed or exploited by gambling
