A Proper Officer or Specified Officer is needed to undertake formal responsibilities on behalf of the council.
The Chief Executive is the Proper Officer of the council for the purposes of the Local Government Act 1972, the Local Government Act 2000 and for all other statutory purposes unless:
- the designation is given by the council to any other officer
- the Chief Executive/Head of Paid Service, carrying out the powers given to them by the constitution, appoints another officer of the council to be the Proper Officer for a specific service area or function
