Permitted development and article 4 directions

Information about permitted development rights and article 4 directions in Elmbridge.

Some development does not need planning permission – this is known as permitted development rights (PDRs). See Planning Portal: Permitted development rights for further information and guidance. 

Where it's considered that PDRs could have a negative impact in an area they can be removed with an Article 4 Direction. If an Article 4 Direction is in place that removes a PDR, a planning application is required for development that would normally be permitted. 

Article 4 Direction - Land off Woodlands Lane, Cobham 

An Article 4 Direction was made on 7 March 2024, withdrawing PDRs under Class A of Part 2 of Schedule 2 and Class B of Part 4 of Schedule 2 of the GPDO 2015 at Land off Woodlands Lane, Cobham with immediate effect. 

The direction was confirmed (as modified) by the council on 3 September 2024. A planning application is now required for development that would normally be permitted under Class A of Part 2 of Schedule 2 and Class B of Part 4 of Schedule 2 of the GPDO 2015.

Article 4 Direction - Land off Pointers Road, Cobham 

An Article 4 Direction was made on 17 September 2019 withdrawing PDRs under Class A of Part 2 of Schedule 2 and Class B of Part 4 of Schedule 2 of the GPDO 2015 at Land off Pointers Road, Cobham with immediate effect. 

The direction was confirmed by the council on 16 March 2020. A planning application is now required for development that would normally be permitted under Class A of Part 2 of Schedule 2 and Class B of Part 4 of Schedule 2 of the GPDO 2015.
