Elmbridge's position

Elmbridge supports a 2 unitary approach to local government reorganisation in Surrey.

At an extraordinary meeting of Elmbridge Cabinet on Tuesday 6 May, Cabinet agreed to support a 2 unitary proposal for local government reorganisation in Surrey. After reviewing the evidence, Cabinet members determined that financial sustainability, effective service delivery and preserving the borough's character are best achieved with a 2 unitary approach.

Elmbridge supports the proposal for an east/west split in Surrey, which sees it in the east with Mole Valley, Epsom & Ewell, Reigate & Banstead and Tandridge councils.

Both the Leader, Cllr Mike Rollings and the Deputy Leader, Cllr Simon Waugh, believe that financial stability and protecting the interests of residents are best achieved by a 2 unitary approach.

You can read the full statement from the Leader and Deputy Leader on our 7 May local government reorganisation update.

The proposal (Appendix A1 and A2 - Final plan submission for Surrey County Council) and our assessment of both proposals (Appendix C) are available to read under the Council meeting agenda reports from Tuesday 6 May 2025.
