Street trading consent

How to apply for street trading consent in Elmbridge.

Street traders need to apply for consent to trade in the borough of Elmbridge from either:

  • a fixed location on the road
  • as a peripatetic (mobile) trader, such as an ice-cream van who moves around the borough and not from a fixed location

How to apply

You will need to provide key details so we, along with our partners including the Police, Surrey County Council and Highways, can determine if a request for consent should be granted.

Apply for street trading consent

You will need to pay a fee to get a street trading consent and you will need to renew the consent annually. There is no automatic right to renewal.

Changes to a street trading consent

Amendments to the operational schedule to a street trading consent may be considered, however an administration fee is applicable. An application for changes must be applied for in advance, and approval cannot be guaranteed.

The cost of varying a consent or its conditions will be calculated at an hourly rate, with the fee based on the length of officer time required to consider and administer the requested variation. £67 payable on application. (Additional time charged as appropriate at £67 per hour).

Payments

*The council will accept payment by credit/debit card (by phone or in person) or cheque payable to “Elmbridge Borough Council”. 

Applications for annual consents must be accompanied by the correct fee. 

The fee consists of two parts. Part 1 a non-refundable application fee and Part 2 the issuing fee for the licence. The application fee must be paid before the application is considered. If the application is successful, the issue fee (Part 2) will be required to be paid before the consent is issued.

Roads where street trading is not allowed

Street trading is prohibited, and a consent will not be granted, on the following roads:

  • A245 (Byfleet Road) from the Painshill roundabout to the junction with Brooklands Road
  • A244 (Warren lane), Oxshott - along its entire length
  • Copsem Lane, Esher - along its entire length
  • Claremont Lane, Esher - along its entire length
  • A309 (Hampton Court Way) - along its entire length
  • A307 (Portsmouth Road, Esher) from the Scilly Isles to Fairmile Lane
