General information

We licence taxi drivers and vehicles under the Town Police Clauses Act 1847 and the Local Government (Miscellaneous Provisions) Act 1976.  We licence private hire operators, drivers, and vehicles under the 1976 Act. We adopted the 1976 Act on 1 May 1979.

Taxi and private hire drivers are issued with an identification badge which must be worn or displayed at all times.

Taxi and private hire vehicles must display an identification plate on the back of the licensed vehicle. In Elmbridge, taxis display a blue identification plate and private hire vehicles display a red plate.

Although it is usually the case that vehicle licence holders are also licensed drivers, this is not a legal requirement.  For example, a private hire company could hold a licence for a vehicle which any individual from a pool of private hire drivers, could drive.

Subject to adequate insurance cover, a licensed Elmbridge private hire driver can drive any Elmbridge licensed private hire vehicle.  A licensed Elmbridge taxi driver can drive any Elmbridge licensed taxi or private hire vehicle.
