Energy Company Obligation (ECO4) and Great British Insulation Scheme

Eligibility for ECO4 and GBIS

Find out which schemes you may qualify for.  

To get funding, a survey of the property will be carried out. Not all properties will be eligible.

ECO4

To qualify for ECO4, your property must have an energy efficiency rating of between bands D to G and you must:

  • be an owner or occupier of your home
  • receive an income related, means-tested benefit

If you live in privately rented or social housing, you may qualify but you must have the permission of your landlord for the upgrades to be carried out.

ECO4 flex

To qualify for ECO4 flex, your property must have an energy efficiency rating between bands E to G and you must either:

  • have a household income £31,000 or less
  • be identified by your doctor or GP as having a health condition which may be impacted by living in a cold home (for example, respiratory, cardiovascular, limited mobility and immune suppressed conditions)
  • meet two of the following criteria:
    • live in an England Lower-layer Super Output Area (LSOA 1-3 areas)
    • receive Council Tax Support (excluding single occupancy discount)
    • be vulnerable to living in a cold home as identified by NICE guidance
    • receive free school meals
    • be referred under a local authority scheme which aims to support low-income residents for the purpose of the nice guidelines
    • be referred to the scheme by your energy supplier, local authority or by Citizens Advice due to struggling to pay energy bills

Great British Insulation Scheme

The Great British Insulation Scheme is available to anyone living in Council Tax band properties A to D. 

It is not a means-tested scheme, and you are likely to need to contribute to the funding to facilitate the installation.
