Planning search - accessibility statement

This accessibility statement applies to the planning search system.  

This website is run by Elmbridge Borough Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations
  • The Planning Application Validation Checklist page contains non unique element ids
    Duplicate ID errors are known to cause problems for assistive technologies when they are trying to interact with content.
    This fails WCAG 2.1 success criterion 4.1.1 due to duplicate values of a type id.
    We are working to fix this issue by end of December 2020. 
Disproportionate burden


Some PDFs published on or after 23 September 2018 may not be  fully accessible for various reasons.  These include:

  • Missing headings or headings that don’t follow a logical order. 
    This fails WCAG 2.1 success criterion 1.3.1
  • Missing titles
    This fails WCAG 2.1 success criterion 2.4.2

We’ve assessed the cost and resources required to fix all our PDFs and to check every PDF before it is published. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations. We will review this assessment each year.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. 


The accessibility regulations do not require us to fix online maps and mapping services, as long as essential information is provided in an accessible digital manner for maps intended for navigational use.

What we’re doing to improve accessibility

We are working with our third party supplier to upgrade the Planning Search pages to iShare version 5.8 which is fully compliant with level AA of WCAG 2.1.
