Planning search accessibility statement

The accessibility statement relating to the planning search system on emaps.elmbridge.gov.uk.

This accessibility statement applies to the planning search system (on emaps.elmbridge.gov.uk).  

This website is run by Elmbridge Borough Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts using browser or device settings
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using a keyboard or speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible this website is

We know some parts of this website are not fully accessible:

  • on the planning search page, you have to press the tab key to move through each tab instead of using arrow keys
  • on the planning search page, after a tab is selected, keyboard focus moves back to the top of the page
  • most older PDF documents are not fully accessible to screen reader software

Non-compliance with the accessibility regulations

On the planning search page, users must use tab to move through every tab item instead of using arrow keys to switch between tabs. This forces unnecessary navigation and slows access to content. This fails WCAG 2.1.1: Keyboard (Level A) and WCAG 2.4.3: Focus order (Level A). 
We plan to fix this issue by 31 August 2026. 

On the planning search page, after a tab is selected, keyboard focus moves back to the top of the page, forcing users to tab through the page again to return to the tab interface. This fails WCAG 2.4.3: Focus order (Level A) and WCAG 3.2.1 On focus (Level A). 
We plan to fix this issue by 31 August 2026. 

What we're doing to improve accessibility

We're improving accessibility by:

  • fixing the non-compliance issues
  • providing more training and guidance to web editors

This website was last tested on 6 May 2026 against the WCAG 2.2 AA standard.

The test was carried out by Invuse. The most viewed pages and key user journeys were tested using automated and manual testing tools using Google Chrome, Microsoft Edge and Apple Safari.
