Housing delivery action plans
The Housing Delivery Action Plan (2020) has been introduced by the planning authority to reflect challenges and identify actions to address under-delivery against the housing requirement in the area. Please view the current action plan:

Permitted development and Article 4 directions
Some development does not require planning permission – this is known as a Permitted Development Rights. Guidance on permitted development rights can be found on the planning portal.
Where it is considered that permitted development rights could have a negative impact in an area they can be removed with an Article 4 Direction. This means that you have to submit a planning application for development that would normally be permitted.
We currently have an Article 4 Direction which brings back the need for planning permission for the conversion of offices to houses or flats in the areas listed below:

Hersham Trading Estate (including North Weylands Trading Estate)
Molesey Industrial Estate

Article 4 Direction- Land off Pointers Road, Cobham
An Article 4 direction was made on 17 September 2019, with immediate effect, and this direction was confirmed by the Council on 16 March 2020. It withdraws certain permitted development rights. This means that you have to submit a planning application for development that would normally be permitted under Class A of Part 2 of Schedule 2 and Class B of Part 4 of Schedule 2 of the GPDO 2015. The list below includes the direction as made and as confirmed together with the background documents.
