Guidance - taxis and private hire

From Thursday 19 March 2020, the Council’s Licensing Team will be taking proactive and responsible measures to ensure our customers and staff remain as safe as possible during the Covid-19 outbreak (Coronavirus). Effective from 19 March and until further notice we will be following Government guidance and will be limiting face to face contact between customers and our frontline staff to help reduce the risk of infection to our customers and employees.

During this period, members of staff may have to self-isolate and some may have to work away from the Civic Centre. Therefore, to help us continue delivering essential licensing services, we will be making changes to how we deliver them.

Contacting us

Please do not visit the Civic Centre reception.

We are asking all customers to email us at envhealth@elmbridge.gov.uk rather than call us. We aim to respond to all emails within three working days and will prioritise urgent concerns or complaints. If you do need to call, please note that you may need to leave a message on our answer phone and it may take us much longer than usual to respond. You may also get in touch with us by using our online contact form.

We will also be making the following changes to our licensing services during this period:

Taxi and private hire licences

We will not be providing face to face appointments at the Civic Centre for new applications or to renew existing taxi & private hire driver’s licences, vehicle licences or private hire operator’s licences. We have cancelled all previously booked appointments from 23 March 2020 onwards. 

  • We will be accepting licence applications by email to envhealth@elmbridge.gov.uk. You should scan all sides of the original documents and attach them to your email with your application form.

  • We will not accept DBS applications by email (please see below).

  • If we need to, we will contact you about your application and/or documents. Please do not chase us about your application as this may cause delays processing your application

  • We may not be able to process your application within our published timescales. If you are renewing your licence, you should aim to submit your application six weeks before your current licence expires.

  • We will give priority to renewal applications and aim to issue your licence before expiry so that you will be able to continue working with a valid licence.   

  • We will post your licence document or vehicle plates out to you once issued.

Taxi and private hire knowledge tests

We have cancelled all knowledge tests until May 2020. We will consider further Government advice at that time before we review this position. 

DBS applications

  • We will only accept DBS applications by post. 

  • Please mark the envelope “Private and Confidential”

  • The Data Barring Service requires you to submit original identity documents. We will not accept copies of these document. 

  • We recommend that where possible you use your passport, a bank statement and driving licence as identity documents. 

  • You may send your documents by recorded or tracked delivery.

  • We will return your documents via Royal Mail. 

  • We may not be able to process your DBS application within our published timescales. If you are renewing your licence, you should aim to submit your application six weeks before your current DBS expires.

Medical forms

  • We will only accept medical forms and supporting documents by post

  • Please mark the envelope “Private and Confidential”

  • You may send your documents by recorded or tracked delivery.

  • We advise you to contact your GP surgery for advice on visiting the surgery during the Covid-19 outbreak.

  • We may not be able to process your Medical information within our published timescales. If you are renewing your licence, you should aim to submit your medical form six weeks before your current medical expires.

Application fees

Your application fee covers our costs to deliver the licensing service for all taxi and private hire licences. Please note that we are unable to waive any application fees during the current Covid-19 outbreak.

As the COVID-19 situation evolves and Government guidance is updated, we may provide further updates regarding our service delivery. We have attached a guidance leaflet for your information and would advise you to regularly check the NHS website for updated information.
