Under the Government's new development planning system, the Surrey Structure Plan 2004 and Regional Planning Guidance (RPG) Note 9 for the South East will be replaced by the South East Plan - the Regional Spatial Strategy (RSS) for the South East region. The South East Plan will play a key role in linking national and local policy and together with the Local Development Framework, will form the Development Plan for Elmbridge.
The South East Plan is currently at an advanced stage. The draft South East Plan was submitted to the Secretary of State in March 2006 and was publicly examined by a panel of planning inspectors between November 2006 and March 2007 - see the |Examination in Public website for further details. With the Plan at this advanced stage, it carries considerable weight in the development of the new Local Development Framework, and it is vital that local policies are in conformity with Regional ones.

The South East England Regional Assembly (SEERA), as part of the development of the South East Plan, is undertaking a public consultation between 1 September and 21 November 2008 on draft proposals to provide additional accommodation for Gypsies, Travellers and Travelling Showpeople across the South East Region for the period 2006-2016.
