Elmbridge Core Strategy - Submission

The Elmbridge Core Strategy is the most important document in the Borough's Local Development Framework (LDF) which will guide planning and development in Elmbridge and will eventually replace the existing Local Plan. It sets out the key elements of the future development of the Borough up until 2026. It aims to co-ordinate the delivery of development and accompanying infrastructure. The Core Strategy includes specific policies for different areas of the Borough, as well as more general polices that apply to all areas. It has to take account of national planning policy. It helps to deliver the Elmbridge Sustainable Community Strategy whose overall aim is to ensure that Elmbridge offers quality of life both for current and future generations. All subsequent documents in the LDF will need to accord with the Core Strategy.

The Elmbridge Core Strategy takes account of views already expressed through previous consultation and information gathered through various studies undertaken which form our evidence base. It has been subject to Sustainability Appraisal / Strategic Environmental Assessment which assesses the social, environmental and economic impacts of the strategy, as well as Habitats Regulations Assessment which considers the potential effects on European wildlife sites.


Submission of the Core Strategy to the Secretary of State

Following recent consultation the Elmbridge Core Strategy was submitted to the Secretary of State on 31 March 2010 for examination by an independent Planning Inspector, who will decide whether the document is legally compliant, sound and fit for purpose.

The representations received during the consultation have been collated and are summarised in the Regulation 30 (1) (e) Statement below. Full copies of the representations made can be viewed on our online consultation portal or downloaded below. The Council has considered all representations and has produced a Schedule of Proposed Minor Changes. The Council does not consider that the representations raised any major issues which would delay the submission of the Core Strategy. Both documents have been submitted alongside the Core Strategy for consideration by an independent Planning Inspector.

Core Strategy Examination

Following submission, an independent Inspector appointed by the Secretary of State will undertake an examination of the Core Strategy to determine whether the document is legally compliant, sound and fit for purpose. The Inspector will consider all the representations made following the publication of the Proposed Submission document and decide who should be invited to give evidence at the public hearing sessions.

|Important Update July 2010

Due to the recent changes to National Planning Policy Statement 3: Housing and the Government's announcement to abolish Regional Spatial Strategies (RSS) including the South East Plan, RSS's no longer form part of the development plan. These changes have implications for the content of the submitted Elmbridge Core Strategy. It is therefore considered appropriate for people to be given the opportunity to comment on the plan in light of the above changes. As these changes have been made subsequent to the publication of the proposed submission Core Strategy in January this year, the examination will be held in abeyance for six months to allow for the consultation, any changes to the plan and the examination process to resume.

The consultation will start on Monday 6th September and close on Monday 4th October 2010.

After the consultation has finished, the comments will be analysed and summarised. Any changes, as a result of this consultation will be submitted to the Inspector at the beginning of December. It is therefore likely that the Pre Hearing Meeting will be re arranged for January 2011.
