Elmbridge Strategic Housing Land Availability Assessment
What is it?
The role of the Strategic Housing Land Availability Assessment (SHLAA) is to examine the housing potential of land within the Borough. A SHLAA can best be described as a process of pooling, from a variety of sources, all known potential sites for housing development and then carrying out a preliminary assessment of their suitability, availability and deliverability. It should be remembered that a SHLAA can only provide a 'snapshot' in time and is subject to constant change as units are completed, new buildings commence, planning permissions are granted, and new sites with housing potential are identified.
Why do we need it?
In response to national policy and taking account of practice guidance produced by Communities and Local Government in July 2007, the Council is required to prepare a SHLAA as part of the evidence base to support the production of planning documents in the Local Development Framework.
Review of the Elmbridge Strategic Housing Land Availability Assessment 2011
The 2011 review is the fourth version of the SHLAA. It builds on the experiences of previous versions and the methodology takes account of the changing policy context, locally, with the adoption of our Core Strategy in July 2011, and nationally, in relation to emerging policy under the Coalition Government. In response to this, the 2011 SHLAA examines potential capacity in the context of two independent, but interrelated issues, namely:
- An assessment of our rolling supply of potentially deliverable sites over a 15 year period, and;
- How we are performing in meeting the Core Strategy housing target.
In the consideration of such, it should be noted that, the current monitoring year excluded, there are 14 years remaining in the Core Strategy plan period to 2026. The assessment of identifiable capacity over a 15 year period runs until 2027. A clear distinction is made between these timescales in the figures set out in this document.
