Housing Services and Town Planning Division jointly commissioned David Couttie Associates (DCA) to undertake a Housing 
Needs Survey on behalf of Elmbridge Borough Council.
The purpose of the study was to examine the housing requirements for the communities and households of the Borough. Overall aims of the project included as assessment of existing and future housing needs, including affordable housing, to inform the preparation of planning policies for housing provision through the Local Development Framework.

This Report has not been adopted or endorsed by the Council. The report contains the findings and recommendations of DCA. However the study will be used to inform Council policy, for example, it will provide an evidence base for planning policy and will assist and inform the preparation of the Council's Local Development Framework.
The 2005 Housing Needs Survey has been amended to provide an affordable need forecast to 2019.
