Comment on a Planning Application

Due to the volume of representations that we receive and the Authorities initiative to save costs, any comments made on planning applications registered post reference 2009/1737 will not receive an acknowledgement of response by letter. However, you may continue to track the progress of the application on the website. Any letters of representation received will be displayed on the website as soon as possible after receipt.


All applications are available on the Council's website, however applications can also be viewed at the Civic Centre, High Street, Esher in normal working hours. To ensure that a paper copy is available for inspection you are encouraged to arrange an appointment with the Planning Service in advance, by calling 01372 474787.

Any representations; objections, support or comments should be made in writing to the Head of Planning Services at the Civic Centre, High Street, Esher or by |email within 21 days of the date of letter of notification or published weekly list.   • After selecting the link above type the planning number in the 'Search for application reference' box i.e.. 2012/0100.
  • Wait for the information on the application to display.
  • Check the tracking bar at the top of the screen to ensure that the period for submitting comments has not expired.
  • Scroll to the bottom of the page and select the 'Submit Comment' button.
  • Fill in the form and submit.

Please note if the 'Submit Comment' button is not available, we still welcome any comment via email. The online comment facility is provided in addition to our other access channels, and we will gladly accept comments via email or post throughout the period that an application remains valid.

Please be aware that there is a time out limit on the 'Submit Comment' page which may cause an error to occur. To avoid this problem, type your comments up before hand (using notepad or MS Word) then copy and paste into the comments box.


What issues or concerns can I raise?


The issues you raise must involve planning matters such as:

  • Impact on residential amenity (e.g. hours of use, loss of privacy, loss of light, over dominance, noise, traffic)
  • Impact on the character and appearance of an area (design, appearance and intensity)
  • Impact on highway safety (e.g. poor visibility, pedestrian safety, parking)
  • Impact on community facilities
  • Planning policies and proposals, or Government planning advice.

We cannot take into account comments on the following types of concerns:

  • Personal characteristics of the applicant
  • The effect of the proposal on property values
  • Disturbances during building work
  • Loss of view
  • Private rights of way, private drains and other private easements and legal covenants
  • Disputes over land ownership
  • Commercial competition
  • Building regulation issues (e.g. structural stability, drainage fire precautions, hygiene and internal space)

Please note in accordance with the Local Government (Access to Information) Act 1985, any representations submitted will be made available for public inspection and will be displayed on the website normally within 2 working days. All representations that do not include a name and address cannot be taken into account in the determination of an application. We cannot treat your comments, or any part of your email or letter, including any personal details, email address or other contact information as confidential.

In all cases applications will be assessed against the provisions of the Elmbridge Borough Local Plan and other relevant supplementary guidance adopted by the Council. More contentious applications will be reported to an Area Planning Sub Committee for decision, where there may be an opportunity for public speaking. All other applications will normally be determined by the Strategic Director - Services, under delegated authority unless there are objections from 5 or more households and the Director's recommendation is to permit. However, any Ward Councillor may require these cases to be brought to an Area Sub Committee for decision. If the application relates to householder development those making representation should be aware that in the event of an appeal that proceeds by way of the expedited procedure, any representations made about the application will be passed to the Secretary of State and there will be no opportunity to make further representations.
