Planning Obligations and Infrastructure


For all new planning applications for additional housing and/or commercial floor space greater than 100sqm, Elmbridge Council will expect infrastructure contributions to be made in accordance with the above Supplementary Planning Document (SPD)

This Document was initially prepared as part of a collaboration project among the 11 Surrey Districts and the County Council, to set out common practise and procedures for making infrastructure contributions across the majority of these districts, following nationally recommended best practise (ODPM Circular 05/2005).

In Surrey, S106 contributions have normally only been made for large schemes, resulting in a significant shortfall in funds to provide public services, compared to other areas. The SPD extends infrastructure contributions on a standard basis to every scheme involving any additional dwelling or commercial space of 100sqm or above. Each application will need to include a unilateral obligation to make the contribution.

For new dwellings, examples of likely contributions are:

One bedroom £6,900
Three bedrooms £13,400
Five bedrooms £19,800
Affordable Housing (any size) £exempt

To assist applicants in meeting the requirements of the SPD the Council has produced a draft template of a Unilateral Undertaking for guidance, as well as further guidance notes on the completion of such Undertakings. However it is an applicants responsibility to produce an appropriate document and they should always seek independent legal advice.

The amount of the contribution can be calculated using an Electronic Tariff Sheet, which can then be submitted with a planning application as confirmation of the applicants willingness to enter into an Obligation.
