Planning Obligations and Infrastructure Supplementary Planning Document
What is it?
For all new planning applications for additional housing and/or commercial floor space greater than 100sqm, we will expect infrastructure contributions to be made in accordance with the above Supplementary Planning Document (SPD). This document was initially prepared as part of a collaboration project among the 11 Surrey Districts and the County Council, to set out common practice and procedures for making infrastructure contributions across the majority of these districts, following nationally recommended best practice (ODPM Circular 05/2005). Elmbridge has adopted the SPD in April 2008 and the full operational version can be accessed below:

One bedroom £6,900
Three bedrooms £13,400
Five bedrooms £19,800
Affordable Housing (any size) £exempt
Why is it needed?
In Surrey, S106 contributions have normally only been made for large schemes, resulting in a significant shortfall in funds to provide public services, compared to other areas. The SPD extends infrastructure contributions on a standard basis to every scheme involving any additional dwelling or commercial space of 100sqm or above.
What is required when submitting a planning application?
To assist applicants in meeting the requirements of the SPD we have produced a draft template of a Unilateral Undertaking for guidance and a Planning Contributions Charge Sheet which allows applicants to calculate the infrastructure contributions required as well as affordable housing and Thames Basin Heaths contributions. These documents are a |local validation requirement and should be submitted with a planning application as confirmation of the applicants willingness to enter into an Obligation.
