Elmbridge Borough Council does not issue postcodes, this is the responsibility of the Royal Mail. However they will only allocate postcodes for a new street or property after they have received an official street naming and numbering plan that is produced by the council

Queries about postcodes can be dealt with by Royal Mail by contacting them on their 'Postcode Enquiry Line' - 0906 302 1222 (8am - 6pm, Monday to Friday) or 08457 111 222 (6pm - 8pm, Monday to Friday 9am - 5.30pm on Saturday)

Postcodes for commercial premises are allocated in the same manner as for residential premises. It is possible for a large company to apply to the royal mail for its own code - known as a large user code. Application for a large user code is the responsibility of that company as they will know what volume of mail they generate.
