Housing Strategies and Policies
Housing and Homelessness Strategy 2009-2012
In summer 2009, the Council adopted a |Housing and Homelessness Strategy, which sets out the main housing challenges facing the borough over the next three years and the Council's plan to deal with them, working together with a whole range of partners, with the resources available. The strategy includes an action plan focussed on tackling homelessness. An |executive summary is also available.
Affordable Housing Policies
On 26 July 2006, Elmbridge Borough Council adopted a number of policies setting out its commitment to promoting affordable housing and the tools it will use to help meet local housing needs. These form part of the Council's wider policy framework and will be of particular interest to housing developers, landowners and housing associations.
The Revised Planning Policy on Affordable Housing was adopted by Planning Committee and it confirms an expectation that 40% affordable housing will be sought on qualifying sites.
- The |Overarching Affordable Housing Policy Statement outlines the key principles and policy objectives that inform the following five policy documents.
- The |Elmbridge Preferred Partnering Agreement 2005-2007 sets out how the Council will work with its preferred housing association partners to support the development and management of affordable housing within the borough.
- The| Informal Housing Guidance on Affordable Housing on Development Sites explains how the Council intends to apply relevant planning policies in dealing with planning applications which can help to address the need for affordable housing. The Guidance has been updated in January 2008. The update was solely concerned with the calculation of financial contribution on sites where a commuted sum is to be accepted in lieu of the direct provision of affordable housing.
- The |Policy for the Achievement of Affordable Housing Through the Disposal of Land and Property sets out how the Council will work to secure additional affordable housing through the disposal of surplus land and property in its ownership.
- The |Policy for the Application of the Council's Enabling Fund sets out how the Council will identify and prioritise schemes where the Council's Enabling fund may be used.
