Out of Hours (OOH) Service
Elmbridge Borough Council provides an Out of Hours Noise Service - details of how to contact them are set out below.
Who undertakes the service on behalf of the Council?
- A private company provides the OOH service. This company employs fully qualified staff who are duly authorised by the Council.
What is the Out of Hours telephone number?
What powers do they have?
- They have the same powers as Council Environmental Health & Licensing staff when dealing with noise nuisance. This includes being able to serve a Notice requiring the abatement of any statutory noise nuisance.
- They can also provide an independent witness statement to the Council with a recommendation to serve a |Statutory Notice or to take legal proceedings.
How is the service provided?
- The OOH noise service operates during the evening, weekends and over the Bank Holiday periods.
- All nuisance matters can be reported, although they mainly deal with noise nuisance.
How do you contact the Council's OOH service?
- All OOH requests for service should be directed to the Council's Care Line (see below) so that details of the problem can be taken. You will be asked for your name, address and contact number and the source of the problem.
- The Care Line operates from 17:00 to 08:50 during a normal working week. At other times calls can be made 24 hours a day.
- In order to deal with your call appropriately, a decision on the urgency will be decided. In some cases this may mean that your details will be passed to the Council on the first available working day. Where the urgency is greater your details will be passed immediately to a field officer for action depending on the severity and number of other complaints.

- If you ring, describe the problem clearly and identify the source. Please give your full address (including postcode) and telephone number, be as accurate as possible and describe the location if it is difficult to find.
- Alternatively, you can |register your complaint online. This will be retrieved by the Council on the first available working day.
