Skin and Body Piercing Registration
(Acupuncture, Ear and Body Piercing, Electrolysis and Tattooing)
Under the Local Government (Miscellaneous Provisions) Act 1982 no person may carry out electrolysis, acupuncture, tattooing or ear/body piercing within the borough of Elmbridge unless they are registered with the Environmental Health & Licensing Division. Generally, they must carry on their practice at a registered premises (although they may provide this service at a customers premises upon request).
How do I Apply?
To register you must complete and return an application form together with the appropriate fee:

Note: It is a requirement that proof of qualification(s) is provided. If you are unable to attach a scanned copy of your certificate(s) to our online application form, please provide a copy by fax (01372 474915) or by post to the Environmental Health & Licensing Division.

Fees and Payment
What happens next?
Registration needs to be done only once and doesn't need to be repeated each year (unless new staff are employed).
Once the application form and appropriate fee has been received, an Environmental Health Officer will visit the premises to ensure the requirements of the bye-laws have been met and, if appropriate, a certificate of registration will be issued.
Failure to comply with the requirements is an offence and carries a maximum penalty, on conviction, of a £1,000 fine.
Note: Registration does not apply to a medical practitioner, persons working under their supervision or premises where their business is carried on; there is similar exemption for dentists in respect of acupuncture.
