Gambling
All gambling in Great Britain (except spread betting and the National Lottery) is subject to the provisions of the Gambling Act 2005.
Gambling Policy
On 9 December 2009 Elmbridge Borough Council re-adopted it's |Gambling Policy
(also referred to as a 'Statement of Principles'), with some minor amendments, which was published on 31 January 2010. The Council is required to review the Gambling Policy every three years.
The Gambling Policy shows how the Council carries out functions in support of the government's objectives, which are:
- Preventing gambling from being a source of crime and disorder, being associated with crime and disorder, or being used to support crime;
- Ensuring that gambling is conducted in a fair and open way; and
- Protecting children and other vulnerable persons from being harmed or exploited by gambling.
Some of the Gambling Act functions are the responsibility of the Gambling Commission, but Elmbridge Borough Council is responsible for licensing premises in the Borough that are involved in gambling. This includes:
- Licensing premises for gambling activities,
- Considering notices given for the temporary use of premises for gambling,
- Granting permits for gaming and gaming machines in clubs and miners' welfare institutes,
- Regulating gaming and gaming machines in alcohol licensed premises,
- Granting permits to family entertainment centres for the use of certain lower stake gaming machines,
- Granting permits for prize gaming,
- Considering occasional use notices for betting at tracks,
- Registering small societies' lotteries.

Gaming ('Fruit') Machines
Licence holders for alcohol licensed premises have an automatic entitlement to provide two or less gaming machines on the premises, providing the machines fall into the relevant categories. To make use of this entitlement the alcohol licence holder must pay a fee to formally notify the Licensing Authority (Council) that they wish to do so using the |notification of gaming machine application form
.

Casinos
Elmbridge Borough Council adopted a 'No Casinos' resolution following overwhelming support from it's first consultation process. This resolution is incorporated into the Council's Gambling Policy.
