Car Parks, Controlled Parking Zones and Waiting Restrictions

Elmbridge Borough Council operates off-street parking enforcement in a number of its public car parks in the Borough. At the same time the Council undertakes on-street parking enforcement of waiting restrictions (yellow lines) throughout the Borough and in Controlled Parking Zones (CPZs) in parts of East Molesey, Esher, Hersham, Walton on Thames and Weybridge, on behalf of Surrey County Council who are the Highway Authority.

Disabled Drivers

Disabled badge holders can park all day free of charge in any of the Council's off street pay and display car parks.

Parking Enforcement

Enforcement is undertaken by NCP who have been appointed as the Parking Enforcement Contractor in Elmbridge. Their Civil Enforcement Officers (CEOs) undertake regular patrols in the Borough, both on and off street, and they are required to issue a parking Penalty Charge Notice (PCN) to any vehicle that they believe is parked in contravention of the parking regulations. Photographs may be taken of the vehicle at the time of the contravention.

If you receive a Penalty Charge Notice and you wish to pay it please refer to the reverse of the Notice for information on how payment can be made.

The Penalty Charge is £70/£50, discounted to £35/£25 if it is received within 14 days from the date the Notice is issued.

How to Challenge a Penalty Charge Notice

If you wish to challenge a Penalty Charge Notice, for example because you believe it was unfairly issued or there are special circumstances that could justify its cancellation, you can do this by writing to;

A Penalty Charge Notice number, Vehicle Registration number and correspondence address must be quoted in all correspondence. You must also confirm that you are the registered keeper of the vehicle - we cannot process your appeal without this information.

If the challenge is received within 28 days from the date of the Penalty Charge Notice, it will be dealt with at the Council's discretion as an "informal representation". If after considering the informal representation the Council declines to cancel the penalty charge and it is not paid in full, after 28 days the Council will serve a "Notice to Owner" on the owner of the vehicle (normally the registered keeper according to DVLA records). The Notice explains the available options, either: (1) to make a formal representation to the Council or (2) pay the penalty charge.
