How to appeal against a Penalty Charge Notice (PCN)
If you wish to challenge a PCN, for example because you believe it was unfairly issued or there are special circumstances that could justify its cancellation, you can:
- |Challenge online within 28 days of the Penalty Charge Notice
- |Challenge online if you have received a Notice to Owner
- |Download a postal appeal form
Please remember to tell us the PCN number, the vehicle registration number and your name and address to help us to deal with the matter as quickly as possible.
It is important that every appeal is considered on its individual merits. To help develop a consistent approach in the consideration of parking appeals, Surrey County and District Councils have jointly developed a general policy guide on parking appeals.
