Councillor Fairbank is a Liberal Democrat Member and a Long Ditton Ward Councillor and Leader of the Liberal Democtat Group on Elmbridge Borough Council. He was first elected to the Council in 2000 and subsequently re-elected in 2003 and 2007. He is currently a member of the Corporate Affairs Overview & Scrutiny Committee; Environmental Affairs Overview & Scrutiny Committee and the Appointments Committee.and also the Older People's Advisory Body. He has served on many of the scrutiny panels and working groups set up by Overview & Scrutiny, including more recently as Chairman of the Improving Recycling Task Group and the Preparation and Communication of Financial Information, and as a member the Development of Overview & Scrutiny in Elmbridge. He is currently a member of the following Working and Task Groups:- Standing Finance Panel; Budget Task Group; Xcel Member Working Group Customer Service Improvement Programme Barry has lived in Elmbridge for 13 years, living previously in Wimbledon. He is married with 2 sons, both of whom are at university. He was educated at Sir Walter St John's Grammar School, Battersea and still serves as a Trustee of the residual body which provides educational grants to individuals; voluntary groups and projects based in the catchment area of the former school. He spent most of his working life in the City starting at a merchant bank, Samuel Montagu, and subsequently joining a number of specialist investment management organisations including Invesco, NatWest, Midland Montagu and Gartmore. More recently he has become self-employed specialising in investment related financial investigations and risk appraisals. Barry is also involved with a number of local organisations namely Home-Start Elmbridge, Long Ditton Village Hall, Long Ditton Youth Project, St Mary's Church Community Hall and is a Governor at 2 Elmbridge schools, Long Ditton St Mary's and Cranmere. Other interests include: current affairs; sport; reading; walking; music; humour; and theatre. He is vice-Chairman of Esher & Walton Liberal Democrats.
