Free Bus Passes for Older People and People with a Qualifying Disability

red bus iconAs of the 1st April 2008 Elmbridge residents aged over 60 or those with certain qualifying disabilities are entitled to free off-peak bus travel throughout England on local scheduled bus services.

Over 60's passes will be valid from 9.00 a.m. Monday to Friday for journeys that start in the Administrative County of Surrey (apart from Surrey Heath Borough Council) and all day on weekends and bank holidays.

Disabled passes will be valid all day every day for journeys that start in the Administrative County of Surrey (apart from Surrey Heath Borough Council).

The new bus pass will also allow residents to travel on any scheduled local bus service in England, between 9.30 a.m. and 11.00 p.m. Monday to Friday, all day Saturday and Sunday and on Bank Holidays.

It is possible that other authorities will allow the pass to be used before the national start time of 9.30 a.m. For example, buses run by Transport for London will accept the national passes from 9.00 a.m. until 4.30 a.m. If you are in any doubt you are strongly advised to check with the appropriate travel authority before you start your journey.

The pass will not entitle you to free travel on trains, trams, the underground or coaches.

In order to obtain your bus pass you will need to submit a recent passport style head and shoulders colour photograph of youself (45mm x 35mm), and provide us with proof of age and residency in Elmbridge - clear copies of original documents are accepted.

Examples could include:

Senior Citizens (60+)

  • Proof of Age: Pension book, pension card, driving licence, passport, birth certificate,
  • Proof of Address: Recent utility bill, bank statement, driving license

Residents With A Qualifying Disability

To qualify for a disabled person's pass you must live in Elmbridge, be over 5 years of age and one of the following:

  1. Blind or partially sighted
  2. Profoundly or severely deaf
  3. Without speech
  4. Without the use of both arms
  5. Suffering from a permanent disability that seriously impairs your ability to walk
  6. Have a learning disability
    A learning disability is a mental disability as defined by the Transport Act 1985 (Extension of eligibility for travel concessions Order 1986)
  7. Refused or likely to be refused a driving licence on medical grounds
  • Accepted Proof of Disability
    A letter from Social Services
    A Doctors letter (For letters regarding mental health disabilities the letter must state that the applicant is unable to hold a drivers license in accordance to DVLA medial guidelines)
    Copy of a Blue Badge
    Surrey Adult Linked Disability Registers Card
    Surrey Voluntary Association for the Blind Card

Please note: On receipt of an application form a pass will take up to three to four weeks to be produced and sent out.
