Council Tax

The Elmbridge booklet gives general information on council tax and business rates (as well as schemes that may mean you pay less), useful telephone numbers, etc.
All three booklets/leaflets give information on how your council tax money is spent (we pass the business rate we collect to a central, government pool although it is redistributed to Local Authorities by the Government, as part of the annual grant settlement).

You can now check your Council Tax account details online using our |secure enquiry service. Alternatively you can request information about your council tax account by |completing this online form and the details will be notified to you.

To request a Payment Book to pay your monthly instalments of Council Tax, |please complete this online form.
Due to costs, payment books are not provided to people who have opted to pay their council tax annually or half yearly.

If you (or other adults in your home - but not your partner) are on a low income or in receipt of income support or job seekers allowance, you may be entitled to help with your payments through the council tax benefit scheme. |Please contact the council's benefits office for further advice (their Helpline is 01372 474060).
If you, or a member of your household, is disabled (or carer for that person) you may be able to get a reduction in the council tax you pay.You may be entitled to a discount if you are the only person over the age of 18 living in the property or there are other adults, but they are one of the "disregarded" groups. |Do you qualify for a Council Tax Discount?
If you were receiving a discount at your old address you must reapply for the discount at your new address.

Some properties can be exempt and are not charged any Council Tax.
Do not delay claiming a reduced bill or you may have to pay more than you need. (Please read about our backdating policy in the |Customer Care Charter.)

When moving house it is important that the council tax office is told, so that you are not billed incorrectly. New accounts for your old and/or your new home will then be sent to you.

. Unoccupied but Furnished Properties
where a property contains some furniture the discount will be 25%. This means that the amount you pay will 75% of the full council tax.
If you are required to live in another UK property as a condition of your (or your spouse's) employment, and you are also the council taxpayer there, please contact us as we may be able to grant a 50% discount (applies to unoccupied but furnished properties only).
. Unoccupied and Unfurnished Properties
where a property has no furniture there is no discount. This means that the amount you pay will be100% of the full council tax. This does not affect the exempt period (i.e. when no council tax is payable) for unoccupied and unfurnished properties of up to 6 months.
If your property is currently unfurnished you can reduce your bill by moving in some furniture - a bed or put-you-up, small table and chair would suffice. Please let us know as soon as possible if you do this so that we can ensure a correct bill is sent.
