Terms of Reference:
1. To identify the current way in which overview and scrutiny is involved in the Council's budget setting process, and the strengths and weaknesses of that approach;
2. To explore ways of improving overview and scrutiny involvement in the budget setting process to achieve greater transparency and effectiveness; and
3. To report findings and recommendations to the Corporate Affairs Overview and Scrutiny Committee.
Meeting 1 - 11th June 2007
The task group appointed a chairman and agreed the terms of reference for the review. Members identified the key issues to be addressed during the review, and started to identify possible ways in which these might be addressed.
Meeting 2 - 17th July 2007
The Chairman of the Woking Borough Council Standing Finance Task Group attended the meeting to share the good practice on budget scrutiny in Woking.
Meeting 3 - 26th July 2007
The task group met to further consider the evidence provided at previous meetings, and agree a way forward for Elmbridge.
The report and recommendations of the Budget Task Group was presented to the Corporate Affairs Overview and Scrutiny Committee on 30th August 2007, and subsequently agreed by full Council on 26th September 2007.
