Terms of Reference:
1. To explore the extent and nature of anti-social behaviour in Elmbridge, and to explore the gap between the perception of anti-social behaviour and statistical information on incidences of anti-social behaviour
2. To identify, briefly, the primary reasons for anti-social behaviour, both nationally and in Elmbridge - in particular to consider the impact of alcohol in leading to anti-social behaviour in Elmbridge
3. To explore the provision of services and activities in the borough for young people and the links to dealing with anti-social behaviour
4. To identify and examine the resources and policies in place, and proposed, for dealing with anti-social behaviour, and to review their effectiveness
5. To consider what additional mechanisms might be implemented to reduce the incidence of anti-social behaviour in Elmbridge
Meeting 1 - 8th November 2004
The Community Safety Coordinator presented Members with an introductory session on anti-social behaviour both nationally and in Elmbridge. Members discussed the terms of reference for the review.
Meeting 2 - 6th December 2004
Members took evidence from Surrey County Council Officers on young people and anti-social behaviour, specifically crime diversion projects and other activities taking place with young people to try and prevent them carrying out anti-social behaviour
Site Visits with Police Community Support Officers
Members are undertaking site visits with Police Community Support Officers throughout the borough to 'walk the beat' and ask questions about how they tackle anti-social behaviour.
Meeting 3 - 10th January 2005
Members heard evidence from Surrey Police on issues surrounding the policing of anti-social behaviour. Evidence was also taken from Environmental Care Officers on tackling the environmental aspects of anti-social behaviour, such as graffiti, litter and flytipping.
Meeting 4 - 7th February 2005
Members of the Elmbridge Community Partnership attended the meeting to discuss their experiences of anti-social behaviour and how the community can work together to address these issues. Evidence was also taken from the CCTV Manager on the role of CCTV in tackling anti-social behaviour.
Meeting 5 - 21st March 2005
Members discussed site visits undertaken with Police Community Support Officers, and compared experiences across the borough. Elmbridge Borough Council's Community Safety Coordinator attended the meeting to discuss Elmbridge Borough Council's role in tackling anti-social behaviour and specifically the draft Community Safety Strategy.
Meeting 6 - 11th April 2005
Representatives of Elmbridge Housing Trust attended the meeting to discuss the types and levels of anti-social behaviour experienced by Elmbridge Housing Trust and its tenants, and mechanisms in place for tackling it. Members also discussed site visits undertaken to the Coldingley Prison Crime Diversion Scheme.
Meeting 7 - 25th April 2005
Members spoke to the Chief Executive and Portfolio Holder for Community Development about the role of Elmbridge as a community leader in tackling anti-social behaviour in Elmbridge.
Meeting 8 - 16th May 2005
Members took evidence from officers from the Leisure and Cultural Services Division on the ways in which leisure provision can help to divert people away from carrying out anti-social behaviour.
Meeting 9 - 13th June 2005
Discussion of the Review Group's initial findings and recommendations.
Meeting 10 - 4th July 2005
Finalisation of the Review Group's report and recommendations.
The Tackling Anti-Social Behaviour Review report and recommendations was supported by the Corporate Affairs Overview and Scrutiny Committee at its meeting on 3rd November 2005 and referred to Cabinet for its consideration. At the Cabinet meeting on 16th November 2005, all of the recommendations were endorsed.
