Terms of Reference:
1. Identify, where possible, future plans relating to the strategic provision of transport by operators;
2. Identify priorities for the Review - area based or service based;
3. Explore reasons for non-provision of services in line with expectations and community demand;
4. Explore reasons for the non-use of services, linking to strategic goals such as the Community Strategy; and
5. Consider ways in which improvements can be achieved through working with other partners and stakeholders as appropriate.
Meeting 1 - 22nd February 2005
Members elected the Review Group Chairman, and discussed the terms of reference and areas for investigation.
Meeting 2 - 22nd March 2005
Officers from Surrey County Council attended the meeting to discuss the County Council's role in supporting public transport provision in the borough. Evidence was also taken from Elmbridge Borough Council's Community Transport Manager on transport provision provided by the borough council.
Meeting 3 - 5th April 2005
Members heard evidence from representatives of Tellings Golden Miller about their role as a bus operator in Elmbridge and the factors influencing bus provision and use. Members also discussed proposals for an Esher Shuttle Bus and a possible role for Elmbridge Borough Council in supporting this scheme.
Meeting 4 - 10th May 2005
With contribution from the Elmbridge Borough Council Consultation Officer, Members discussed the possibilities for public consultation on the reasons for use/non-use of public transport, focusing upon the Weybridge area.
Members also discussed a role for Elmbridge Borough Council in supporting, in principal, proposals for an Esher Shuttle Bus and agreed to make a recommendation to this effect to the Environmental Affairs Overview and Scrutiny Committee at its meeting on 16th June 2005.
Focus Group on Public Transport - Consultation with Weybridge res
idents - 5th July
30 members of the public attended a focus group on 5th July to discuss public transport in the Weybridge area. The focus group facilitated discussion about why people make journeys by public transport and the positive aspects and experiences of doing so, and also the reasons why people choose not to use public transport and the factors that would increase their use of public transport. The outcomes of the session will be fed back into the review and discussed at the next meeting of the Review Group.

On-line Consultation on Public Transport
An on-line consultation was carried out in June 2005 to assist in identifying the reasons why people choose to use public transport or not, and the factors that would increase their use. The outcomes of this consultation will be available here shortly.

Meeting 5 - 13th September 2005
The outcomes of the consultation on public transport in Weybridge was discussed, to identify the issues of importance and areas where change may be required. Members also spoke to the Portfolio Holder for Highways and Transport about the role for Elmbridge Borough Council in public transport provision.
Meeting 6 - 11th October 2005
Members spoke to a representative of RHS Garden Wisley about its desire to increase public transport use by visitors and staff. The Council's own green transport plan was also discussed.
Meeting 7 - 15th November 2005
Members discussed the findings of the review and areas where recommendations for improvements to public transport could be made.
Meeting 8 - 24th January 2006
Members received an update on progress towards introducing a shuttle bus in Esher.
Meeting 9 - 15th February 2006
Members were informed of revised proposals for a shuttle bus in Esher and agreed the review's report and recommendations.
The |report and recommendations of the Public Transport Scrutiny Panel were presented to the Environmental Affairs Overview and Scrutiny Committee at its meeting on 16th March 2006, and all the recommendations were supported and referred to Cabinet. Cabinet considered the recommendations on 29th March 2006 and agreed all recommendations.
