Section 151 Officer
The 'Section 151' Officer designated by the Council is the Strategic Director and Deputy Chief Executive, a post held by Sarah Selvanathan.
'Section 151' derives from the statutory obligation on a local authority to appoint a chief finance officer responsible for the financial affairs of the authority (Section 151 Local Government Act 1972).
This officer has statutory obligations to make a public report if the Council has incurred, or is about to incur, expenditure which is unlawful or likely to exceed available resources (Section 114 Local Government and Finance Act 1988).
The Strategic Director is a member of the Council's Corporate Management Board with a joint responsibility for the strategic direction of the Council and the effective delivery of its business. The Strategic Director is the principal adviser on financial affairs to the Council, Cabinet and Committees, including the Audit and Standards Committee.

Monitoring Officer
The Monitoring Officer designated by the Council is the Head of Legal Services, a post held by Alan Harrison.
This statutory position derives from Section 5 Local Government and Housing Act 1989.
The officer has statutory obligations to make a public report if the Council has taken, or is about to take, action which contravenes any rule of law (Section 5(2) Local Government and Housing Act 1989).
The Monitoring Officer is the principal adviser on legal affairs to the Council, Cabinet and Committees, including the Audit and Standards Committee. The officer has particular responsibilities to maintain the Council's Constitution, handle allegations of maladministration made to the Local Government Ombudsman and coordinate complaints about Councillor conduct (liaising as necessary with the Assessment, Review and Hearings Sub-Committees established by the Audit and Standards Committee).

Head of Internal Audit Partnership
The Head of Internal Audit designated by the Council is the Head of Internal Audit Partnership, a post held by Deanna Harris.
This position derives from the Accounts and Audit Regulations 2003 (as amended) that requires a relevant body to "maintain an adequate and effective system of internal audit of its accounting records and of its system of internal control in accordance with the proper practices in relation to internal control."
All principal local authorities must make provision for internal audit in accordance with the CIPFA Code of Practice for Internal Audit in Local Government in the United Kingdom 2006.
The Head of Internal Audit Partnership is the principal adviser on internal audit matters to the Audit and Standards Committee. The officer has particular responsibilities to provide an opinion on the overall adequacy and effectiveness of the Council's systems of internal control.
